The Plain-English Definition
APR — annual percentage rate — is the total yearly cost of borrowing, expressed as a percentage. It bundles the interest rate plus mandatory fees (origination, processing) into one comparable number. U.S. lenders must disclose it under the Truth in Lending Act precisely so borrowers can compare offers apples-to-apples.
The key insight: interest rate is an ingredient; APR is the price tag.
Interest Rate vs APR: Where the Gap Comes From
When a loan has no fees, rate and APR are identical. Add fees and they split. Watch the same "$3,000 at 9.5%" from two lenders:
| Lender A (no fees) | Lender B (6% origination) | |
|---|---|---|
| Interest rate | 9.5% | 9.5% |
| Cash you receive | $3,000 | $2,820 |
| True APR | 9.5% | ~13.8% |
Same advertised rate, 4+ points of real difference — the fee did that.
This is why comparing interest rates across lenders is a rookie mistake; several major competitors charge 1.85%–12% origination. Compare APRs, always.

Check Your RateFixed vs Variable: The Other Trap Door
A fixed APR is locked at signing — your payment on month 60 equals your payment on month 1, whatever the Federal Reserve does. A variable APR rides an index and can climb mid-loan. Credit cards are almost all variable (part of why "22% APR" often becomes 26%); Discover personal loans are fixed for life, which is what makes a payoff date guaranteeable.
How to Compare Offers in 30 Seconds
- Line up APRs, ignore advertised "rates." The law makes APR comparable; marketing makes rates pretty.
- Ask what's not in the APR — late fees and prepayment penalties sit outside it. (Discover: none and none.)
- Match the term before comparing — a 36-month APR vs a 60-month APR isn't a fair fight; longer terms often price higher.
- Confirm fixed vs variable — a fixed 12% can be a better bet than a variable 10%.
What APR Looks Like With Zero Fees
Discover personal loans run a fixed 6.99%–24.99% APR with no origination fee, no prepayment penalty, and no late fees — meaning the APR you're quoted is the complete, final cost of the loan.
